Ministers' returns were lists made by the ministers of marriages they had performed. These lists were filed with the county clerk or clerk of the County Court. Usually found loose, they were sometimes bound or copied into books.
The commissioner of the revenue registered births and deaths for the county and then turned his books over to the clerk of the County Court. The clerk made abstracts to send to the state auditor and would also preserve the books in his office.
