The Slave Claims Commissions were active in the "border states," i.e. those states that allowed slavery but did not secede from the Union: Missouri, Kentucky, Maryland, and Delaware, and later Tennessee (which and (minimally)) West Virginia. This allowed compensation for enlisted slaves, to their owners, from the U.S. Government.
